The town council of Palencia has set in motion the urban initiative, whose main objective is the urban, economic and social regeneration of “El Cristo” and “Ave María” districts. This initiative is co-financed in 70% by E.R.D.F. funds of the European Union and belongs to the Operative Program of Castilla y León 2007 – 20013, inside the Axis 5 “Sustainable, Local and Urban Development”. It has a total budget of 11,743,639 Euros. The allocation of the European Union is 8,220,547.00 Euros and the municipality one is 3.523.092, 00 Euros to develop between 2008 and 2015.
The Urban initiative of the European Commission, financed with ERDF funds, is dedicated to the economic and social regeneration of the towns and districts in crisis which arises in the period 1994-1999. The objective is to promote integrated projects of urban sustainable development in Spanish towns with more than 50,000 inhabitants and provincial capitals.
The allocation was made through a national official announcement with the aim of selecting and choosing the best presented projects. Inside every operative regional program, an amount was reserved to assign to the correspondent town or towns if one or more projects of this Autonomous Community were chosen. On the contrary this amount would be reorganized and assigned to other projects or axes.
The amount given for the URBAN initiative, 307 millions of Euros, has been distributed according to the population of the municipalities of more than 50,000 inhabitants, plus provincial capitals, in each of the Autonomous Community, plus Ceuta and Melilla.
The distribution took into account the principle of cohesion depending on group of regions and population, so that all the eligible towns of the Autonomous Communities which belong to the same Objective will take benefit of the same help.
Even so, Palencia presented the program following the directives pointed out in the official announcement and it was one of these 43 beneficiary towns.
The area, where the project is going to set in motion, is formed by the part of the city which is separated from the rest because of the railway track in north direction, with a population of 10,728 inhabitants and an extension of 10.78 km2 which represents the 11% of the city. It is also included an adjacent zone to “Cristo del Otero” of 0.168 sq-km.
This area of action is limited by the following principal streets to the limit of the urban area of the town in the north direction
In the East at Avenida de Santander (Santander Avenue)
In the South at Paseo de Victorio Macho (Victorio Macho Walk)
In the West at Camino de la Miranda (La Miranda Way)
In the North at the limit of the adjoining area to Cristo del Otero.
Consequently, it is formed by two districts of the town, “El Cristo” and “Ave María”.
The nuclear structure itself of the two sectors makes difficult the horizontal intercommunication between the districts of the area which are separated on his SW end by an irrigation ditch. The external flows only foresee the cohesion of the districts with the urban centre since the perpendicular ways to the railway are the ones that fulfill the mission: Paseo del Otero (Otero Walk) and Avenida de Santander (Santander Avenue); while the only transversal axis is Paseo de Victorio Macho (Victorio Macho Walk), periphery ways which are off to the interior traffic of each district.
So, it can be said that the common feature which identifies these residential areas is their social and functional segregation. It is an urban zone with a high environmental degradation, mostly occupied, with the nuances the historic evolution of the town has inexorably incorporated due to workers, employees with medium and low qualifications and small groups of marginal population scarcely integrated. Functionally, it is a sector reserved practically to housing. This urban zone, as most of the suburbs has grown without the constitutive elements of what we call space of social reproduction –shops, schools, offices, parks- whose incorporation has been late and insufficient in some of its components.
The sum of these features, plus the ones derived from the social situations which go with low levels of studies, and the presence of notable unemployment and precarious work is which advises and makes basic the intervention public-private to change the tendency to degradation which seems to affect these zones invariably.

The Advance of the Directives of the Territory Organization of Castilla y León 2007 - 2013, in the aspects that can affect this project, have for Palencia and concretely for the urban zone, the following proposals:
These initiatives of urban improvement are aimed to consolidate the Node of Palencia as an industrial and communication centre. We will take advantage of its high accessibility, the foreseen infrastructural improvements, the dimension of the existing productive activities, its proximity with then regional capital and its location over the axis of European interest which is defined by the trunk road N-620, connecting the Bay of Biscay with Portugal.
Taken into account the general framework of these Regional Directives of Territory Organization and the strategies defined in the new Program of Development of Castilla y León 2007 – 2013. Seen the socioeconomic analysis of the URBAN zone which is shown in the present document. Taken into account the objectives and community priorities established in matter of sustainable development in the Lisbon Agenda, the European Commission of Goteborg, the Communication of the Commission to the European Commission and to the Parliament – COM (2006)385 about “Policy of cohesion and towns: the urban contribution to the growing and employment of the regions”, the letter of Aalborg (Agenda 21) and letter from Leipzig about European towns of May 2007.
Studied the documents of the European Commission “The territorial and urban dimension inside the reference framework of the national strategies and the operative programs 2007 – 2013” and “The urban dimension in community policies 2007 – 2013” as well as the regulations of the Structural Funds 2007 – 2013 and more precisely the REGULATION (EC) No. 1080/2006 related to ERDF, the REGULATION (EC) No. 1084/2006 about the Cohesion Fund and the REGULATION (EC) No. 1081/2006 regulator of FSE.
Consulted the economic and social agents of the town, the neighborhood organizations and other associations, whose relation is shown in the correspondent APPENDIX, carried out the correspondent discussions, analyzed the proposals and achieved the basic agreements about the contents of the Project which is presented.
It is drawn up the following proposal of general strategy of Intervention of the Palencia Urban Project, which is co-financed by the town hall of Palencia under the protection of the community initiative URBAN, based on some precedents, a general objective and three strategic lines developed through objectives of general nature.
